Ambassador Jean Ricot Dormeus, for over twenty years in Haiti’s Foreign Service and ten years serving the Organization of American States (OAS) at a senior level, Mr. Dormeus has got well acquainted with Caribbean and Latin-American affairs as he has been working closely with various bodies in that regard. His academic background and various positions of leadership held contributed to policy formulation, planning and organizing, as well as follow-up. Mr. Dormeus has had quite the prolific career in Foreign Service; he is currently the OAS Representative in Guyana since 2014 and he also held the same position in Antigua and Barbuda between 2010 and 2014. Before becoming an OAS Representative, Dormeus was Advisor to the Assistant Secretary General of the OAS in the areas of youth, natural disaster reduction and cooperation with Haiti. Before working for the OAS, Dormeus had worked for the Haitian diplomacy for more than 20 years, as Head of Mission and Minister Counselor at the Permanent Mission of Haiti to the Organization of American States from 2000 to 2006, as well as Director of Political Affairs at the Ministry of Foreign Affairs from 1996 to 2000, among other positions.


Mr. Pierre Giroux completed his studies at the Universite de Montreal, where he earned a bachelor’s degree in economics. His career in the federal public service has spanned 34 years, during which he has held a wide range of positions relating to international affairs. Overseas, he has served as Ambassador to El Salvador, Charge d’affaires en pied to the Dominican Republic, Deputy Head of Mission to the Organization of American States in Washington, Canadian Representative on the OECD Development Assistance Committee in Paris, Advisor in the Canadian Embassies in Venezuela and Algeria. Cooperation Section Chief in the Canadian Embassies in Tunisia and in Guatemala, and technical expert in planning for the governments of Mali and Haiti. At headquarters, he has held the positions of Director, West and Central Africa and Canadian representative for the peace process in the African Great Lakes region, Deputy Director for Climate Change and Energy Policy, deputy director for recruitment and management of the development assistance file and Senior Planning Officer for CIDA’s Haiti Program. He speaks fluent French, English and Spanish.



Professor Dr. Ivelaw Lloyd Griffith is the Tenth Vice Chancellor and Principal of The University of Guyana. Earlier, he served as Executive in Residence at The University at Albany, State University of New York, and the Ninth President of Fort Valley State University in Georgia. An expert on Caribbean and hemispheric security, drugs and crime, he originated the concept called Geonarcotics in the early 1990s as a way to study the complex relationship involving drugs, geography, power and politics, outlining it first in Canada’s leading international affairs scholarly magazine: “From Cold War Geopolitics to Post-Cold War Geonarcotics,” International Journal Vol. 49 (Winter) 1993-94, 1-36. Most recently he wrote The United States and the Caribbean 30 years after the Grenada Invasion: Dynamics of Geopolitics and Geo-narcotics for the Perry Center. In the higher education arena, his expertise includes land-grant university operations, international educational collaboration, and recruitment and retention strategies.


Dr. Barbara Reynolds is currently Deputy Vice-Chancellor - Planning and International Engagement at the University of Guyana. In this capacity, Dr. Reynolds is responsible for overall planning at the University of Guyana and provides technical and administrative leadership for the University’s regional and international agenda. From 2014 to 2016, she served as Deputy Vice-Chancellor – Academics where she provided technical and administrative leadership for the University’s faculties, schools and institutes, the Library and the Berbice Campus. She holds a B.A. Education (USC), M.A. in Curriculum and Teaching (Howard), Diploma in Distance Education (London), Ed.D. International Education Development/Curriculum and Instruction (Columbia) and M. St International Human Rights Law (Oxford).


Mr. Sherod Duncan is currently the Deputy Mayor of the Municipality of the Georgetown and sits on the Board of Central Housing and Planning Authority. In 2009/2010 he served as the President of the University of Guyana Student’s Society (UGSS). He attended Richard Ishmael Secondary School after which he pursued a certificate in Industrial Relations and Management, took a break to work, went on to read for a Diploma in Communications; then his Bachelor of Laws Degree (LL.B) at the University of Guyana and is now in his final year at the University reading for his Bachelor of Science (BSc) Degree in the area of Communication. And at the University of Guyana’s 48th Convocation (2014) Mr. Duncan received The Dr. Harold Drayton Alumni Award of the University of Guyana.


Ms. Queenela Cameron hails from the Craig Village on the East Bank of Demerara. Ms. Cameron holds a Masters of Arts in International Law and Human Rights from the United Nations University for Peace, and a Bachelors Degree in International Relations from the University of Guyana. She is currently a Lecturer and Coordinator in the Faculty of Social Sciences, within the Department of Government and International Affairs.





Mr. Kadasi Ceres has lectured at the University of Guyana from 2004. He obtained a Bachelors Degree from the University of Guyana and a Masters of Philosophy from the University of Cambridge, both in International Relations. Some of his research interests are in areas of sustainable energy, security, governance and international trade. He has served in various leadership capacities at the University of Guyana, as well as holding a number part time positions both in Guyana and the Caribbean.



Ms. Elsie Harry is a final year student at the University of Guyana, pursuing a Bachelor’s Degree in International Relations. She also holds an Associate’s Degree in General Studies, which includes competencies in introductory Law, Literatures in English and Environmental Science. She has been away from Guyana for several years; a large portion of her time has been dedicated to youth advocacy in the Federation of St. Kitts and Nevis. After returning to Guyana Ms. Harry continued her advocacy work by serving as the Council Representative for the University of Guyana Students’ Society in 2015 and as the (outgoing) President of the University of Guyana International Affairs Association as well as a former Vice President.
